Instas were never defined as an exploit.
Only because CCP would have to ban the whole playerbase if they called it an exploit.
Bumping isn't an exploit either, but its just another number on a long list of reasons EvE will lose to the next decent space mmo.

You are mistaken. The reason was the DB lag that all the instas were causing.
I'm talking about being able to 'insta' to a gate or station, not the reason CCP changed them from bookmarks to a menu item.
